Is there a JS library for highlighting elements within a page like in Firebug?

I want to select a specific piece of a website using a similar tool that is used by Firebug, I mean, just by moving the mouse over it. For example, in the attached picture attached the mouse is over "Perú" and it got highlighted with a frame around it. Of course I want to get the DOM path as well.

If there is a JS library that can do the job, that would be great, but if not, some guidance would be also good.
