incoming calls queue with twilio

It's any chance to create a queue with twilio but not "Conference". I want simple list with incoming numbers and i want accept one phone number or reject, it's possible to do ? Simple example.

FROM : +1XXXXXX1 ACCEPT | REJECT
FROM : +2XXXXXX2 ACCEPT | REJECT
FROM : +3XXXXXX3 ACCEPT | REJECT
etc.
